Sometimes related link tooltips stays on screen and makes UI panel not usable anymore.

Problem

When you hover to a related link (external sources) it shows the popup to see more details about the link, however it remains on screen and if the content is too big, it disallows users to interact with UI panel anymore.

Steps to reproduce the issue

Hover to a related link at the bottom of a card and scroll the page.

Expected behavior

• Popover overlays should disappear when user moves out from the UI panel.
• Popover overlays should have less max width and height to allow moving outside of the panel including inner overflow cutouts.
