Upgrade doxygen to 1.9.6 #471

Description

Doxygen 1.9.5 can report false positives around function parameters. 1.9.6 does not have this bug.

Testing

Ran doxygen docs/doxygen/config.doxyfile. No warnings or errors were produced.
