[Errata] Chapter 12: Exercise 12.3 - Access denied to launch template #47

Please describe the error you're reporting: In exercise 12.3, the user is instructed to create a launch template using this url: https://s3.amazonaws.com/aws-ccp/launch-template.yaml - but that URL comes up as Access Denied

Please indicate the chapter or appendix, section, and page number where the error appears (if applicable) Chapter 12, page 219
