Change replication lag information according to Aurora FAQ #6

Description of changes: Replication lag for Aurora Replica . According to Aurora FAQ "Aurora Replicas on the cluster will typically lag behind the primary by 10s of milliseconds."

The "less than 100 milliseconds" phrase is actually more precise than "10s of milliseconds". The FAQ has other conditionals and qualifications around lag time, such as "We typically observe..." and "can grow indefinitely". Therefore, leaving the wording as-is.
