Update Infrastructure-security.md #164

Quick Doc update:

My understanding was that all API Endpoints are now TLS 1.2+ (https://aws.amazon.com/blogs/security/tls-1-2-to-become-the-minimum-for-all-aws-fips-endpoints/).

Thanks for your feedback. I think this announcement only applies to AWS FIPS endpoints:

The Amazon RDS documentation points to this page for information about those endpoints:

https://aws.amazon.com/compliance/fips/

So, I don't think we need to update the topic you modified.

Thanks Randy - you are correct and my error. Adding eye-check to my list of things to do.
