Resolves #331

Description of changes:

Proposal PR that adds a CDK deployment minimum privileges section explaining how to configure deployment roles to assume CDKToolkit provided roles.

It also adds a permissions subsection in the migration to v2 page referencing the previous one and also explaining privileges differences between v1 and v2 at a more fine grained level.
