Remove incorrect statement that CDK v2 does not have new feature flags #424

Description of changes:

CDK v2 does now have feature flags (quite a lot of them actually). There is probably a mountain more to say on feature flags in v2, but this at least removes the blatantly incorrect statement and copies the v1 docs' wording about how to view the list of all feature flags and what they do.
