Update docs for AWS::RDS::DBCluster ServerlessV2ScalingConfiguration property #1331

ServerlessV2ScalingConfiguration update invokes ModifyDBCluster API and more importantly RebootDBInstance API, so current doc would be invalid.

Description of changes: "Update requires: No interruption" is not valid, and should rather indicate "Update requires: Some interruptions".
