ManagedActionsEnabled default value is false #123

When using CloudFormation to deploy an ElasticBeanstalk application & environment, I noticed that ManagedActionsEnabled is not enabled by default. Maybe the console enable it when you use the wizard. After creation, in the configuration section & the Managed updates section, "Managed updates: disabled".
