how can we create role without select trust entity #201

Im following guide [https://github.com/awsdocs/iam-user-guide/blob/master/doc_source/tutorial_attribute-based-access-control.md#tutorial_abac_step3] here, how can i create role without "trusted entity", because when we create roles, its ask "Select type of trusted entity".
