refactor cli tools to be pip installable #40

Description of changes:

Moved CLI tools to submodules with __main__.py files so they are callable from the command line via python -m
Added __init__.py files to CLI tool submodules so they are installed with the package
Updated README
- added TOC
- updated service name where appropriate
- added sections for "SDK" tools and "CLI" tools
- updated CLI tool docs to use python -m for invocation
