Feedback form fails #379

Feedback form fail on the main dev portal webpage if user has not signed in yet. The error message does not provide the user any instructions how to resolve it (and user's feedback is lost).

We get the same behaviour.

Just to confirm, desired behavior is to suppress the Feedback component when there is no authenticated user (or they're the admin), yes?
