sam deploy step fails: CREATE_FAILED AWS::IAM::Role DumpV3AccountDataExecutionRole #417

Hello, I'm trying to follow a tutorial, but it fails deploy step. What I am missing? Am I missing some specific roles/permissions? But my IAM user is an admin... I can't find anything on this DumpV3AccountDataExecutionRole! Please advice!
