update cloudtrail-enabled to match config rule #413

Description of changes:

Update cloudtrail-enabled and multi-region-cloudtrail-enabled config rules to read similar to: https://docs.aws.amazon.com/config/latest/developerguide/managing-rules-by-region-availability.html

Aligns with Identifier: CLOUD_TRAIL_ENABLED from (https://docs.aws.amazon.com/config/latest/developerguide/cloud-trail-enabled.html) and Identifier: MULTI_REGION_CLOUD_TRAIL_ENABLED from https://docs.aws.amazon.com/config/latest/developerguide/multi-region-cloud-trail-enabled.html
