OSDS has asked us to review & reduce the number of xlarge instances we use for CI, and instead use normal-size instances that are provided free of charge by Github.
Review the CI configuration, and break up current jobs into smaller, parallel jobs that can be run on "normal" CI runners without affecting CI run time.
