chore: Use Xcode 16.1 as latest on CI #1807

Description of changes

Updates CI to use macOS 15 & Xcode 16.1 as "latest" version for CI.
Update simulator versions to match Xcode.
Loosen condition for installing visionOS sim so that it doesn't depend on visionOS version.
Remove unneeded credential setup from codegen-build-test workflow

New/existing dependencies impact assessment, if applicable
