Description of changes

Updates run-smoke-tests.sh script that runs smoke tests to match expected precondition.
- AWS_SMOKE_TEST_SERVICE_IDS no longer formatted service names, but rather raw sdkIds
- No need to build executable anymore, as they should be available to run by name already

New/existing dependencies impact assessment, if applicable
