[sm-executor][feature] Merge metrics

Description of changes:

• Will display metrics defined by metric_definitions in cloudwatch using dimensions from info.labels.
• Match metric functionality user would expect from Kubernetes in SM jobs.
• Fix watcher for SM (add uploading status check.. previously would return unknown)
