Implement data validation at both the macro ingress stage but also at the egress.

Closed by: #949 Now using JSON Schema to validate (TOML) descriptor form. #934

Could still expand this schema mapping by writing schemas for the transport JSON objects.

Should do the bigger story here of validating the JSON objects, especially on ingress into the system.
