Update README.md with Post Deployment Notes #7

After deployment, there is a moment of confusion on "what's next?" There is no obvious approach to actually start deploying new tenant accounts and how to execute the example two-tier vpc configurations. This should help people at least move towards the right path.

Description of changes: Added notes so that post-deployment consumers are driven towards properly managing the service catalog and giving access to begin provisioning new accounts.
