Creating ElastiCache Redis Replication Group composition for Upbound provider

What does this PR do?

Creates a ReplicationGroup for ElastiCache Redis cluster. Along with cluster, composition also creates SubnetGroup, SecurityGroup, SecurityGroup Rule and CloudWatch LogGroups.
