Description of changes:

HPO
- carry over legacy parameters to default parameters
- merge default and specific hps parameters and giving precedence for hps parameter
- removed default parameter ranges in HPO
requirements
- removed specific version requirements
imputer file handler logger
- only append file logger in case the output directory is writable

TODO:

hpo runs does not match expected count (8) for hps['string'] = {'max_tokens': [2**x for x in range(10, 18)]} but is 10
