Cmp307 update to Karpenter 0.6.2

Description of changes:

• Update to Karpenter 0.6.2, it's possible to configure a default Instance Profile so the provisioner configuration changes
• Changed Karpenter links to be specific about the version we're using (and not the latest)
• Changed the eksctl command to include tags so updating the subnets is no longer needed (following the Karpenter getting started guide)
• Updated the metric-server to use the latest version
• Updated the Hugo version (from master branch)
• Added the unsafe flag to the Hugo configuration to show shortcodes in certain sections (it's a bug present in the master branch as well)
