[Karpenter Workshop] Update Karpenter and EKS version #255

Right now the workshop is using Karpenter v0.26.1 and EKS 1.23, we need to update both versions for security and functionality issues. There's also a problem with the Go version. The tool eks-node-viewer needs Go 1.20.
