Added --scheme flag to 'fargate lb create' command to choose either internet-facing or internal scheme.

I'm also waiting for this. Looking at the github activity of @jpignata, looks like he's been 'offline' for about a month?

John has moved to a different, non-AWS area of Amazon. He's added permissions on this repo for me, so I will be reviewing/merging PRs and cutting a release shortly :)
