Issue #, if available: Issue 714 Description of changes: Added logic to explicitly handle deleted resource instances, recreation of deleted resource instances and idempotent behavior for deleting an already deleted resource instance.

FHIR Works on AWS has been moved to maintenance mode. While in maintenance, we will not add any new features to this solution.
