Address security warnings #182

Code format checks fail and dependencies raise security issues. Addressed those by formatting the code and upgrading the dependencies.

Deprecating Python 3.8 because of issues with tensorflow-io-gcs-filesystem. End of life for Python 3.8 is anyway on October 2024.
