Description of changes: migrating meta data from legacy setup.cfg to new pyproject.toml but to be complete still not sure how to resolve a few remaining references:
[ ] entry_point overwrite with pygments style
[ ] aliases if they are still needed
[ ] build_sphinx seem it would need additional package sphinx-pyproject
[ ] mypy seems does not have support for plugins
