[CI] Add separate workflow for docker image build process

Description of changes:

Since we can not directly test all the changes locally, please refer to the action link here for workflow test result: https://github.com/jalencato/graphstorm/actions/runs/10839192308

• Add vim back to the local docker image for better developer experience
• We do not use remote AWS Batch resource in this PR as we need to resolve tough VPC problem, in this case we use local github workflow only.
