[Meta] Alignment with Backstage upstream coding & CI practices #116

My team and i are currently working on a fork in order to comply Harmonix plugins using the same CI as https://github.com/backstage/community-plugins. This was required as we strictly follow the upstream versions of Backstage.

Are you okay if we submit a PR once we finished ?
