fix: eks cluster create kubectl handler role #297

Issue #, if available:

when using long deployment names, default kubectl handler role name is generated so it does not match cluster admin role policy {project-name}-{deployment_name}

Description of changes:

create custom kubectl handler role
update cluster admin role trust policy
bump CDK to 2.166.0

Testing:

test deployment with long deployment name
test with FSx for Lustre modules
