Description of changes: Lower required version of npm

let's follow minimum version of npm bundled with the latest node LTS
https://nodejs.org/en/download/releases/

@IanMeyers, here is one more enhancement, not to be so strict. Another option is to remove it altogether from engines and don't impose any restrictions on lib users.
