Add support for Security Hub centralized configuration #505

Is your feature request related to a problem? Please describe. Local configuration with LZA is unable to enable Security Hub in regions where LZA is not enabled. For example, global checks are only available in us-east-1, but we do not use this region.

Describe the feature you'd like Enable support for Security Hub centralized configuration.

We have a feature request for centralized configuration in Security Hub in our backlog right now. I will keep this issue open keep communication once it's been released within the LZA solution. If you have any questions or concerns in the meantime, please do not hesitate to ask.
