Description of changes: Introduce a new persona for the environment.

private subnets, but still allow egress to install+updates packages, libraries, dependencies.
donated my install-dcv.sh script from here.

Here are some comments:

1) Readme needs to be updated that additional steps are required to spin up EC2 2) Unable to connect to EC2 instance in private AZ2 3) To consider putting dcv in separate location given it is generic for all environment 4) There is merge conflict
