Replace https://github.com/scivision/scalapack with the base https://github.com/Reference-ScaLAPACK/scalapack (used by package managers, PETSc, etc.). It has CMake support which works fine so the scivision wrapper is no longer needed.
Fix some issues with PARPACK for small matrices.
Update tagged dependency versions.
