Hi, I would like to use your tools to backup and upload automatically to S3 glacier snapshot for Hipaa compliance. How it is possible to achieve it ? Is it possible to put policy on S3 bucket where the snapshot are saved on the destination region ?

Sorry, no, that isn't possible with RDS snapshots at the moment.
