Request Failure for New User #166

Steps to Reproduce:

deploy VAMS and upload an asset
create a new user (following the instructions in the workshop)
login to VAMS with the new user
See failed request 403

When I initially created the databases I didn't choose to make them available to all vams users so the list of databases available to this particular user is zero.
