Update to newest TUF version #16

The depended-on fork of TUF (awwad/tuf@pinning) is slightly out of date. The TAP 4 modifications and a few other minor tweaks to TUF that Uptane depends on need to be merged into theupdateframework/tuf, and Uptane needs to switch to using TUF proper rather than a fork of TUF.
