Does the creation of repositories for each vehicle by the Director qualify as something to add to the reference implementation, or does it live in the demo?

Decided on:

director.py (in reference implementation):

add_new_vehicle() calls create_director_repo_for_vehicle(), which creates an appropriate tuf repository

demo_director.py

startup (clean_slate()) calls Director::add_new_vehicle() for each known vehicle
