Order approval on 1.6.1 #680

Our order approval extension doesn't work on Magento 1.6.1

tested on /mageimage/
Order_approval  0.1.0.1 (stable)

I see the "approval" fields added to customer details page and I'am able to 
assign an approver. In the front end, I only see the notification saying that 
approval emails will be sent out when I proceed to checkout. I'm simply allowed 
to checkout.
The approver gets no email as well.

Tested on /mageimage/
Order_approval  0.2.0.0alpha1 (alpha) 

Extension works on 1.6.1 as it did on the older M versions.
