Auto demo recording for race #27

The server should tell the client when the race starts and ends so that the client can capture more accurate race demos.

With https://github.com/teeworlds/teeworlds/pull/2307 it's kinda easy to detect race start and end. The demo recording should go into official Teeworlds.
