force sv_no_items for ...no-weapons maps in case of teerace #4

Fixed by 3fbf1864165def335857b46993a8687ecb932e6c

It works like this now:

  1. Reset map settings
  2. Load settings from map
  3. sv_no_items if map name contains no-weapons

The map can only use whitelisted commands.
