fix: add note about prover contract gov proposal #1157

The store-instantiate proposal for the Amplifier multisig prover cannot be submitted without a gateway_address, which the integrator can only get once their proposal to store and instantiate the gateway passes. Add a note in the non-EVM prover instantiation step to make this explicit.
