Interchain deployer requirements

[x] Using Create3 for deployement/address prediction
[x] Deploy static contract on the same chain or on remote chain.
[x] Deploy upgradable contact on same/remote chain.
[x] Upgrade deployed contract on same/remote chain.
[x] Support for upgrading from governance address/contract.
[ ] Transfer upgrade ownership to a new governance address
[ ] Should we add support for deployment of initializable contracts?

Closing this for now, as we plan to support this with a different flexible design in the future.
