Some thoughts about db deployment

[ ] decide on a DB (currently between mysql and postgres I think?)
[ ] set up flask-sqlalchemy (in code, connection string via environment variable(s), etc)
[ ] create models
[ ] seed data?
[ ] handle db upgrades on backend update (alembic et al)
[ ] update documentation for dev setup (testing, etc -- local docker setup?)

Probably more that belongs here, but those are my initial concerns
