fix(api): do not load already loaded modded translations (fixes #78) #79

English translations for mod jars are already loaded as part of https://github.com/FabricMC/fabric/commit/40630eedb6ab2ac7b5c2f770f96dc7ed61ee99c5 now.

If users want other languages, perhaps a dedicated mod that handles loading all of those in would be best.
