feat: add a new logger package

create a new logger package that would allow devs to build on top of it and support multiple js frameworks.

goals:

• logger to be installed separately, makes use of @axiomhq/js as a transport
• ability to pass transformers to the logger, so different integrations can have their own ways to attach data to a log
• logger should be agnostic to environments and integrations, it purely prepares the log to be ingested and provides shortcut methods to do so.

it is not used anywhere yet, so maybe we should create another package that uses it in order to do proper testing?
