location of sandfly #5

@nsoblath I am working on the sandfly upgrade. https://github.com/axiondarkmatterexperiment/fast_daq/projects/1 It appears that the sandfly repo is in the project 8 github. Is that fine? Shouldn't sandfly be in a more neutral place? Should I fork sandfly into the admx repositories?

@raphaelcervantes Sandfly is intentionally made to be experiment-neutral. It's essentially the combination of the Midge node framework and the Dripline control system, plus all of the details of run control. So I think it's okay that it lives in the Project 8 repository. If it were to move in some less helpful direction in the future (and I don't see why it would), then you could fork it, but for now I think it's okay.
