upgrading monarch #6

In the "Upgrade to Sandfly" project, one todo item is to upgrade Monarch. But isn't monarch a submodule in sandfly, not in fast_daq?

Do you want me to upgrade monarch from within Sandfly?

Monarch doesn't exist within Sandfly. Oh, I see that I left out a key piece of information. Sandfly should be on the feature/scarab3 branch for now. That doesn't have Monarch in it.
