Progress bar's value can be set higher than the maximum of 1 #5

What is the expected output? What do you see instead?
Progress bar should stop at 1, performing range checking when values are
updated. Instead, values aren't checked and the bar can extend outside the
component.

And apparently could be set to a value below 0. Now constrained to values 
between 0
and 1.
